Pre-Admission Screening & Resident Review (PASRR)
The purpose of Pre-Admission Screening and Resident Review (PASRR) is to ensure that individuals with Serious Mental Illness (SMI), Intellectual Disabilities(ID), or related condition are not unnecessarily institutionalized but can live in the least restrictive environment where their needs may be met. PASRR is a federal mandate.
PASRR, requires that nursing facilities (NFs) participating in the Medicaid Program may neither admit nor retain an individual with an Intellectual Disability or a related condition and/or Serious Mental Illness unless the State intellectual (DDA) or mental health (BHA/Optum) authority has determined that the Nursing Facility placement is appropriate.

The PASRR and Aging Behavioral Health Coordinator is the primary point of contact for all partners supporting the Aging/Older Adult Population in the eight Eastern Shore Regional counties: Kent, Queen Anne’s, Talbot, Caroline, Dorchester, Wicomico, Somerset, and Worcester.
