Request for Proposals

A Request for Proposals (RFP) in behavioral health is a formal document issued by organizations, such as government agencies or nonprofits, to solicit detailed project proposals from qualified service providers or organizations. RFPs outline specific behavioral health needs—such as providing mental health services, substance use treatment, or community-based programs—and define the project scope, funding availability, and evaluation criteria. Respondents submit proposals demonstrating their capacity, approach, and expertise to address the outlined needs, aiming to secure funding or a partnership to implement the project.

Urgent Care Clinic - Worcester County

Mid Shore Behavioral Health, Inc. (MSBH), in its role as the Core Service Agency (CSA) for Caroline, Dorchester, Kent, Queen Anne’s, and Talbot Counties, serves as the local designee of the Maryland Department of Health (MDH) and works in partnership with the Behavioral Health Administration (BHA) to plan, manage, and monitor publicly funded behavioral health services. 

MSBH is issuing this competitive Request for Proposal (RFP) for Urgent Care Services for consumers living in Worcester County on the Eastern Shore of Maryland.

The Urgent Care Clinic service model is a service available for individuals in need of immediate access to behavioral health assessments and treatment intervention by a Licensed Outpatient Behavioral Health Clinic provider. Eligible respondents must comply with COMAR Title 10 Maryland Department of Health and Mental Hygiene Subtitle 63, Community-Based Behavioral Health Programs and Services regulatory and licensure requirements. The service is to be delivered to prevent psychiatric crises, emergencies and/or hospitalizations, and to increase access to outpatient mental health services, both therapy and psychiatric services if indicated. Screenings, Assessment, crisis stabilization, treatment intervention, referrals made to ongoing behavioral health treatment and other community supports as needed, including but not limited to employment, housing, social services, and education are the primary components of the service and proposal response. This provider is expected to provide access to services for consumers of Worcester County.

Trauma, Addictions, Mental Health, and Recovery (T.A.M.A.R.)

MSBH is issuing this competitive Request for Proposal (RFP) to select a qualified provider to implement the Trauma, Addictions, Mental Health, and Recovery (T.A.M.A.R.) Program in five detention centers serving Caroline, Dorchester, Kent, Queen Anne’s, and Talbot Counties.

The T.A.M.A.R. program is a voluntary, standardized 15-week trauma-informed group intervention designed for justice-involved individuals with trauma histories.
